Photoshop offers high-quality resampling options that help maintain detail when resizing. You’ll open Image Size, switch to percentage-based scaling, and apply Preserve Details or Preserve Details 2.0 with noise reduction. Finish by reviewing at 100% to confirm sharpness.

Open your image
Drag your image into Photoshop or go to File → Open and select your file.

Open Image Size
Go to Image → Image Size (Alt+Ctrl+I on Windows / Option+Cmd+I on Mac).
Change the unit to Percent in the Dimensions dropdown.

Set the new size and resampling
Enter 50% to reduce or 150% to enlarge, as needed.
Enable Resample and choose Preserve Details (enlargement) or Preserve Details 2.0.
Set Reduce Noise to 75% (adjust to taste), then click OK.

Inspect at 100%
Go to View → 100% (Ctrl+1 / Cmd+1) to evaluate detail and quality.
