Open Camera Raw in Photoshop (and Fix the Missing Camera Raw Filter)
If Camera Raw won’t open or the Camera Raw filter is missing in Photoshop, a quick preferences reset usually restores it. This walkthrough shows you how to access Camera Raw preferences, perform the reset, and then open the Camera Raw interface. You’ll be able to launch the Camera Raw Filter from the menu once the reset is complete.

Step-by-step instructions
Open Photoshop Preferences
Launch Photoshop.
Go to Edit → Preferences → Camera Raw... (Windows) or Photoshop → Preferences → Camera Raw... (macOS).
Reset Camera Raw preferences
Hold Alt (Windows) or Option (macOS).
While holding the key, click Camera Raw... in the Preferences list.
When prompted “Delete the Camera Raw preferences?”, click Yes.
Confirm the reset
Wait for the Camera Raw Preferences window to open.
Click OK to apply the default settings.
Open the Camera Raw interface
Open an image or select a layer in your document.
Go to Filter → Camera Raw Filter... to launch the Camera Raw interface.
Verify that the Camera Raw window opens and functions normally.
