Link Layers in Photoshop to Move and Transform Together
When elements live in different groups, linking layers keeps them in sync. After linking, any move or transform on one layer applies to the others, while preserving their positions in the layer stack. You can unlink them instantly when you’re done aligning or scaling.

Step-by-step instructions
Select layers to link
In the Layers panel, click the first layer you want to link.
Hold Ctrl/Cmd and click additional layers (they can be in different groups).
Link the layers
Click the Link Layers (chain) icon at the bottom of the Layers panel.
Verify the small chain icon appears next to each linked layer.
Move or transform together
Select any one of the linked layers.
Press Ctrl/Cmd + T to transform or use the Move Tool (V) to reposition.
All linked layers will move/scale together.
Unlink when finished
Select any linked layer.
Click the Link Layers icon again to unlink them.
