Blur Part of an Image in Photoshop
You can blur a specific area by applying Gaussian Blur to a duplicated layer and revealing it only where needed with a mask. This keeps the rest of the image sharp and fully editable. Follow these steps to blur any object or region precisely.

Step-by-step instructions
Prepare your layers
File → Open to load your image.
In Layers, click the padlock on Background to unlock it.
Duplicate the layer by dragging it to the + (Create a new layer) icon.
Apply Gaussian Blur to the duplicate
Select the duplicate layer.
Go to Filter → Blur → Gaussian Blur.
Set Radius to the desired blur strength and click OK.
Select the area to blur
Hide the blurred layer (click its eye icon).
Choose the Polygonal Lasso Tool (L).
Click around the object’s outline to create a selection; press Enter to close the selection.
Mask the blur into the selection
Show the blurred layer again (eye icon).
With the blurred layer active, click Add layer mask at the bottom of the Layers panel.
Confirm only the selected area appears blurred.
Refine the mask as needed
Select the Brush Tool (B) and paint on the mask with black to hide blur or white to reveal it.
For softer transitions, go to Select → Modify → Feather before masking, or use a soft brush.
Zoom in and tidy edges for a clean result.
