Add a Picture on Top of Another in Photoshop
In this quick tutorial, you’ll place an image into an existing Photoshop document as a new layer. You’ll scale and position it, then commit the placement so it’s ready for further editing. By the end, you’ll know the fastest, cleanest way to add a picture onto another picture in Photoshop.

Step-by-step instructions
Open your base image
Go to File → Open.
Select the photo you want as your base and click Open.
Press Ctrl+O (Windows) or Cmd+O (Mac) to open via shortcut.
Insert another picture into the current document
Go to File → Place Embedded.
Choose the image you want to add and click Place.
The image appears as a new layer with transform handles.
Resize and position the inserted image
Hold Shift and drag a corner handle to scale proportionally.
Drag inside the bounding box to move the image into position.
Rotate if needed by moving the cursor near a corner and dragging.
Commit and save
Press Enter/Return or click the checkmark in the Options bar to commit the placement.
Go to File → Save to preserve your changes.
