Create a New Layer in Photoshop (3 Fast Methods)

Use the keyboard shortcut
Press Ctrl+Shift+N (Windows) or Cmd+Shift+N (Mac).
Enter a name if desired, then click OK.

Use the Layers panel icon
In the Layers panel, click the New Layer icon (plus in a square) at the bottom right.
The new layer appears above the active layer.
